Learner's permit requirements in Puerto Rico (DTOP)

The learner's permit is your legal gateway to practicing on Puerto Rico's streets. Here are the requirements, with no hidden fine print.
Age and eligibility
Minimum age: 16. Under 18 requires written consent from a parent or guardian, who must accompany you to CESCO. There's no maximum age — every week we help adults of all ages get their first permit.
Required documents
Identity: original birth certificate (or valid passport). Social Security: the original card. Address: recent proof like a utility bill or bank statement. Payment: the corresponding internal revenue stamps and receipts.
Special cases — foreign nationals, name discrepancies across documents, recent arrivals — require additional documentation. It's exactly the kind of detail where most people waste a trip: verify your specific case before going.
The written test
With your documents accepted, you take the written test: multiple choice on rules and signs, available in English and Spanish. Pass, pay the fees, and walk out with your learner's permit, valid for 2 years.
After the permit
You can now practice accompanied by a licensed driver. Our advice: start practical lessons the same week — momentum matters, and the learner's permit left 'for later' is the one that expires unused.
