How to get a driver's license in Puerto Rico: complete 2026 guide

Getting a driver's license in Puerto Rico isn't hard — but nobody explains the full process in one place. This guide does: every step, every document and every cost, in order.

Step 1: Check you meet the requirements

You can apply for a learner's permit from age 16. Under 18, you need authorization from a parent or legal guardian. You also need to be a Puerto Rico resident and able to present the identity documents DTOP requires.

Step 2: Gather your documents

The base list: original birth certificate or valid passport, Social Security card, and recent proof of residential address (water, power or bank statement). With foreign documents or special cases, the list changes — verify before you go.

Step 3: Pass the written test

The DTOP written test covers traffic rules and road signs. It's multiple choice and available in English and Spanish. Study the official manual and take practice tests until you pass with room to spare — at Drivex, this review is included in our learner's permit service.

Step 4: Receive your learner's permit

Passing the written test earns you a learner's permit, valid for 2 years. With it you can practice on public roads as long as a licensed driver accompanies you.

Steps 5–7: Practice, practice, practice

This is where everything is decided. Practicing with family works for some, but a professional instructor accelerates the process: structured method, dual-control car and specific road test preparation. Most of our from-zero students are ready after 10 to 15 lessons.

Step 8: Pass the road test
